In January 1996, PSAB introduced the CDL Drug and Alcohol Testing program as a new service available to member boroughs. This program provides all the drug and alcohol testing required by law, including: random, pre-employment, post accident, reasonable suspicion, return-to-duty and follow-up testing. There are over 120 locations across the state where employees can be tested. The program administrator, Newport Alliance, handles selection, notification and scheduling.

In March 1998, the PSAB Trustees authorized expanding the Drug and Alcohol Testing program to include testing for non-CDL employees. Non-CDL employees are not required to be tested. Also, according to state regulations, Pennsylvania local government employees with a CDL license are NOT required to have a physical.

In addition to the random testing, other program features include: training workshops for drivers and supervisors, retention of required records by the program administrator, immediate response assistance and a certificate of compliance and membership cards.

There is an annual fee of $75 to participate in the drug and alcohol testing program. The cost of each alcohol test is $40 and the cost of each drug test is $65.
