The area of municipal finance is ever changing and evolving as a result of heightened scrutiny and attention at both the federal and state level. In this session Donna Kreiser and Tim Horstmann of McNees Wallace & Nurick will provide a general overview of recent developments of interest to municipal officials and solicitors and will highlight developments that may occur in the future. Topics will include (1) a review of a municipality's obligations after its issuance of bonds or notes, including its continuing disclosure obligations, (2) a discussion on the importance of post issuance compliance plans, (3) a review of recent Rules promulgated by the MSRB, which directly impacts upon municipal issuers; (4) a discussion of the proposed legislative package, currently before the Pennsylvania General Assembly, which, among other things, significantly modifies the Local Government Unit Debt Act; and (5) a discussion on the future of municipal bonds, including tax exemption concerns and other pending legislation.
