Bills to Watch in the PA General Assembly for 2024-25 Session

 

House Bill 985, sponsored by House Local Government Chair Robert Freeman (D-Northampton), would establish the Tax-exempt Property Municipal Assistance Fund using the revenue generated from the 18% Liquor Tax, levied on all wine and spirits sold in Pennsylvania, to provide funding to municipalities with high levels of tax-exempt properties. Municipalities who qualify under the legislation would receive an annual appropriation from the Department of Community & Economic Development. The bill passed the House Local Government Committee on June 25, 2025, by a vote of 14-12. The bill has since been referred to the House Rules Committee where it awaits consideration.
