Closeout Preparation Checklist for State and Local Fiscal Recovery Funds (SLFRF)
October 14th, 2025The State and Local Fiscal Recovery Funds (SLFRF) Award Closeout Preparation Checklist provides step-by-step guidance for recipients preparing to close out their SLFRF awards early, before the program’s official end date of December 31, 2026.
As of summer 2025, Treasury is inviting recipients who have fully obligated and expended their SLFRF funds to begin the early closeout process. Invitations are sent on a rolling basis, and only those notified by Treasury are eligible to proceed.
This checklist helps SLFRF recipients confirm compliance with Treasury requirements, prevent errors, and expedite the award closeout process before the final program deadline.

- Confirm completion of all required reports, especially the most recent Project & Expenditure (P&E) Report.
- Reports must show a “Submitted” status.
- Once closeout begins, additional P&E reports may not be required unless Treasury requests them.
- Non-Entitlement Units of Local Government (NEUs) must ensure their award terms and conditions agreement is signed and uploaded to the Treasury Portal.
- Maintain active SAM.gov registration (required under 2 CFR Part 25). Renewal must be done by the entity’s SAM.gov Administrator.
- Update points of contact in the Treasury Portal — each entity must designate:
- An Account Administrator (handles reports and user roles)
- An Authorized Representative (official with legal authority)
- A Reporting Point of Contact (receives status notifications)

- Ensure emails from @treasury.gov are whitelisted to prevent missed messages.
- Keep all contact information up to date in the Treasury Portal.
