Redevelopment Assistance Capital Program (RACP) Awards
July 21st, 2026Last week, Governor Josh Shapiro announced the Commonwealth’s Redevelopment Assistance Capital Program (RACP) awards, allocating nearly $445 million to support 356 projects across Pennsylvania.
Administered by the Governor’s Office of the Budget, RACP is a reimbursement grant program that helps fund the design, acquisition, and construction of impactful capital projects throughout the Commonwealth. The program supports initiatives with regional or multi-jurisdictional significance that promote economic growth, create jobs, expand local tax revenue, and strengthen vibrant, resilient communities across Pennsylvania.
Some of the grants awarded include:
Borough of Wyomissing, Berks County- A $2 million project includes construction of a new, standalone building to house the police department, and renovations that will house reception, offices, and council chambers.
Downingtown Borough, Chester County- $700,000 in RACP funding will directly support construction and capital improvements for three Borough facilities.
Reese Center Regional Emergency, Upland Borough, Delaware County- $500,000 will modernize mechanical, heating, ventilation, air conditioning, plumbing, and electrical systems to ensure the facility can serve as Upland Borough's Emergency Management Headquarters.
