Fire and Emergency Medical Services Loan Program Update

The Fire and Emergency Medical Services Loan Program was updated by Act 21 of 2026, effective July 12, 2026, to increase loan limits and extend repayment terms for larger loans.

Loans continue to carry a 2% annual interest rate with a $3,000 minimum loan amount. Repayment terms are now based on the loan amount.  Loans under $50,000 may be repaid over 10 years, loans from $50,000 to $300,000 over 20 years, and loans over $300,000 over 30 years, which is a new option added by Act 21 of 2026.

Maximum loan amounts were increased for several project types. Facilities and new aerial apparatus are now eligible for loans of up to $750,000 (facilities are limited to 50% of project cost, whichever is less). New heavy-duty rescue vehicles and other new apparatus, such as pumpers and tankers, are eligible for up to $375,000 (or 50% of project cost, whichever is less). New ambulances and light-duty rescue vehicles may receive up to $200,000, while new watercraft rescue equipment and new equipment purchases are limited to $75,000. Used apparatus and equipment remain eligible for up to $300,000 (or 80% of cost, whichever is less), and repair or refurbishment projects, including remounts, remain eligible for up to $150,000 (or 80% of cost, whichever is less).

An additional $20,000 is available for eligible new apparatus, ambulances, and rescue vehicles that are manufactured or assembled in Pennsylvania, provided the manufacturer certifies that at least 75% of the total cost results from manufacturing in the Commonwealth.
