Water & Waste Disposal Loan & Grant Program
Applications are accepted on an ongoing basis from October 1 to September 30.
USDA Rural Development provides funding for clean and reliable drinking water systems, sanitary sewage and solid waste disposal, and storm water drainage to households and businesses in eligible rural areas.
2026-2027 Regional Policing Assistance Program
Round 1: October 1, 2026
Round 2: January 7, 2027 (if funds are available)

The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications for funding through the Regional Policing Assistance Program. The primary purpose of the Regional Policing Assistance Program is to advance the delivery of public safety services through intergovernmental cooperation by supporting the creation of new full-time, full-service regional police departments. This initiative will also assist established regional police departments that expand by adding a chartered municipality or municipalities.
The goal(s) and objective(s) of the Regional Policing Assistance Program are to improve the following: uniformity and consistency of enforcement across municipalities; recruitment; distribution and deployment of police personnel; training and personnel efficiency; career enhancement opportunities; enhanced professionalism; and reduction of costs.
The anticipated impacts resulting from this solicitation include improvements in police coverage, training opportunities, and the use of technology. Regional police departments face increased costs as an initial impact of regionalization; however, the long-term result is cost savings.
FY 2026 Crisis Response Training Program

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Crisis Response Training Program. This opportunity supports state, local, and tribal governments, law enforcement agencies, correctional facilities, probation and parole departments, and sheriffs’ offices in developing, implementing, or expanding crisis response training programs that enhance public safety, officer safety, and operational effectiveness by improving law enforcement responses to individuals in crisis who have behavioral health conditions (including mental health and substance use disorders), intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. This program will equip law enforcement and correctional officers with tactical skills and strategies, and technology to effectively address crisis situations and enhance public safety. Officers trained in crisis intervention techniques are better equipped to safely mitigate volatile situations involving individuals experiencing behavioral health crises, including those with I/DDs.
Powering Affordable Reliable Technology (PART) Program

The Powering Affordable Reliable Technology (PART) Program supports affordable energy growth across America by providing loans for projects that generate or store electricity from a renewable energy resource. Part of the loan may also qualify for loan forgiveness.
Eligible applicants include utilities structured in the following ways:
- Certified electric utilities
- Distribution, generation and transmission electric cooperatives
- Federally-recognized Tribes as determined by the Federally Recognized Indian Tribe List Act of 1994.
- Alaska Native Corporations as determined in the Alaska Native Claims Settlement Act
- For-profit organizations
- Nonprofit organizations
- State or local governments

The intent of the PROTECT Competitive Grant Program is to fund projects to improve the resilience of the surface transportation system, including highways, public transportation, ports, and intercity passenger rail. Program goals include protecting: surface transportation assets by making them more resilient; communities through resilience improvements and strategies that allow for the continued operation or rapid recovery of surface transportation systems; coastal infrastructure; and natural infrastructure that protects and enhances surface transportation assets. This NOFO provides PROTECT Competitive Grant Program funding of up to $787 million from FYs 2024 through 2026, plus any remaining PROTECT Competitive Grant Program funding from prior years. Edward Byrne Memorial Justice Assistance Grant (JAG) Program - Local Formula

Provides formula funding to units of local government to support a range of programs including: law enforcement; prosecution and courts; prevention and education; corrections and community corrections; drug treatment and enforcement; planning, evaluation, and technology improvement; crime victim and witness (other than compensation); mental health and related law enforcement and corrections programs; and implementation of state crisis intervention court proceedings and related programs or initiatives.
The USDA's National Urban and Community Forestry Challenge Cost Share Grant Program

Grant amount: $200,000–$750,000
The USDA's National Urban and Community Forestry Challenge Cost Share Grant Program supports communities in turning wood generated from tree maintenance, storm events, and pest outbreaks into useful products such as lumber, furniture, flooring, and biochar. Funded projects should demonstrate economic, environmental, or workforce benefits, and opportunities for job creation, training, or certification. Eligible applicants include state, local, and Tribal governments, nonprofits, and educational institutions. A cost-sharing match is required.
Community Forest and Open Space Conservation Program
Applications due October 13, 2026
Grant amount: Up to $600,000
The U.S. Department of Agriculture (USDA), Forest Service, State, Private & Tribal Forestry, is requesting applications for the Community Forest and Open Space Conservation Program (Community Forest Program or CFP). CFP is a competitive grant program that provides financial assistance to Indian Tribes, local governments, and qualified conservation non-profit organizations to establish community forests through the fee simple acquisition of private forest land. The purpose of the program is to establish community forests by protecting forestland from conversion to non-forest uses and provide community benefits including public recreation, environmental and economic benefits, and forest-based educational programs. Public access is required for all projects.
Violent Incident Clearance and Technological Investigative Methods (VICTIM) Program Grants
Applications due October 21, 2026
The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications for funding under the FY2026-27 Violent Incident Clearance and Technological Investigative Methods (VICTIM) Program, which was established in Article XVI-Z.2 of the Pennsylvania Fiscal Code by Act 21 of 2026. The primary purpose of program is to provide grants to law enforcement agencies for tools and resources to improve clearance rates of homicides and other violent crimes. A related goal is to increase the number of local law enforcement agencies who can achieve compliance with the federal National Incident Based Reporting System (NIBRS) program, which is necessary to comply with reporting requirements under the VICTIM Program.
This funding announcement will provide funding for two separate tracks of projects:
Track 1: NIBRS Readiness Grants to assist local law enforcement agencies who are not yet NIBRS compliant reach that status by upgrading record management systems and other activities necessary to achieve NIBRS compliance; and
Track 2: Implementation Grants to provide grants to NIBRS-compliant local law enforcement agencies (see Appendix A for full listing supplied by the Pennsylvania State Police) for other eligible activities allowed under the VICTIM Program.
Fire Company and Emergency Medical Services Grant Program

This annual grant program is available for volunteer and career fire companies, emergency medical services, and rescue squads.
Eligible organizations can apply for grant funding for a combination of up to two projects in the following categories:
- Facilities: Construction and/or renovation of the fire company's or ambulance service’s facility and purchase or repair of fixtures and furnishings necessary to maintain or improve the capability of the company to provide fire, ambulance and rescue services.
- Equipment: Purchase or repair of firefighting, ambulance, or rescue equipment. This includes the purchase of fuel for company vehicles.
- Debt Reduction: Debt reduction associated with the facility or equipment categories above.
- Training: Training and certification of members.
- Training and Education: Materials regarding fire prevention for the general public.
- Career Departments Only: Overtime costs associated with backfilling positions while firefighters are attending training.
- Recruitment and Retention: Including, but not limited to, volunteer firefighter length of service award programs and programs for minors.
- Construction Savings Account: For fire companies only. Apply for a grant for the purpose of constructing a new facility. The grant funds shall be deposited into a construction savings account. The account will be administered by the commissioner. A fire company may only apply for a grant for up to five years. This project cannot be amended.
Community Revitalization Fund Program (CRFP)
Funding Proposals due October 30, 2026
The Pennsylvania Housing Finance Agency (“PHFA” or “Agency”) announces a Request for Proposals (“RFP”) to participate in the Community Revitalization Fund Program ("CRFP" or the "Program"), which provides financing for the construction and/or rehabilitation of critical development projects providing affordable housing in commercial corridors across the Commonwealth of Pennsylvania (the “Commonwealth”). Funding from this Program will be awarded to financially viable, mixed-use development projects that are consistent with a well-defined community development or revitalization plan (Main Street Corridor Plan, Downtown Development Strategy, etc.). Financing may be utilized for the entire project and is not limited to use for the housing or commercial development component.
Programming goals include the following:
- Increase funding for affordable housing and commercial corridor development in areas of the Commonwealth where significant need and impact can be identified and documented;
- Maximize the leveraging of resources to the greatest extent possible;
- Ensure that resources are used in an effective and efficient manner to meet the needs of the communities impacted;
- Foster sustainable partnerships that will be committed to addressing needs over a significant period;
- Provide strategic financing for "capstone" projects that will advance an overall strategy for revitalization of a community; and
- The Agency will prioritize applications from smaller communities (3rd Class cities) across the Commonwealth.
PennDOT Multimodal Transportation Fund

Act 89 established a dedicated Multimodal Transportation Fund that stabilized funding for ports and rail freight, increased aviation investments, establishes dedicated funding for bicycle and pedestrian improvements, and established dedicated funding for bicycle and pedestrian improvements.
The Multimodal Transportation Fund (MTF) also provides funding for priority investments in any mode through PennDOT's MTF Statewide Competitive Funding Program. The MTF program provides grants to ensure that a safe and reliable system of transportation is available to the residents of this commonwealth.
The program is intended to provide financial assistance to municipalities, councils of governments, businesses, economic development organizations, public transportation agencies, and ports and rail freight entities to improve transportation assets that enhance communities, pedestrian safety, and transit revitalization.
Boating Facility Grant Program
Applications due December 1, 2026
The Boating Facility Grant Program supports the planning, acquisition, development, expansion, and rehabilitation of public boating facilities. Eligible applicants include townships, boroughs, counties, municipalities, and 501(c)3 nonprofit organizations such as land trusts, conservancies, and watershed groups.
Eligible projects include boat ramps, courtesy docks, restrooms, access roads, parking areas, signage, aquatic invasive species prevention, and other improvements that benefit boaters at public access sites. Applicants are encouraged to incorporate universal design and accessibility features and must meet relevant Americans with Disabilities Act (ADA) standards.
For the 2027 round of the grant program, the PFBC has established three focus areas that help to leverage and maximize available funding: projects in Lancaster County, projects that provide access to the Lehigh River, and projects on officially designated Pennsylvania Water Trails. Site visits are mandatory as part of the application process and a 50% funding match is required.
Applications due December 1, 2026
The Pennsylvania Organization for Watersheds and Rivers (POWR) announces the opening of the new Statewide Waterway Access Grant Mini Grant Program (SWAG). The grant program, supported by the Pennsylvania Fish and Boat Commission (PFBC) and the Pennsylvania Department of Conservation and Natural Resources, is designed to help meet growing demand for non-motorized boating opportunities. The program provides grants of up to $30,000 to create new or improve existing access points along the region’s rivers, streams, and waterways.
POWR encourages townships, boroughs, municipal and county governments, and nonprofit groups (501c3) to apply. Grant applications are open on a rolling basis for acquisition, design and engineering, construction, and rehabilitation projects. Projects must benefit and directly support non-motorized recreational boating. A one-to-one match is required, and grantees will be responsible for all ongoing maintenance of the selected site. The program will not award grants to private businesses.
