The Local Government Commission recently released a report on municipal property maintenance code enforcement, requested by Senator Dave Argall, chair of the bipartisan, bicameral Statewide Blight Task Force. There is growing concern, both within the Commonwealth and nationwide, over the impact of blight on communities, and code enforcement is a key tool in mitigating and preventing blight. The task force is very interested in learning how municipalities navigate maintenance code enforcement, since Pennsylvania does not have a statewide property maintenance code or related training program for code officers. To that end, both municipal officials and property owners and developers were surveyed on their roles and experience with property maintenance code enforcement and blight.
