PSAB Legislative Update: PTSI Bill Advances Through Senate

On October 9, 2024, the Pennsylvania Senate unanimously passed Senate Bill 365, sponsored by Senator Camera Bartolotta (R-Washington). The bill will now be sent to the House for consideration.

Senate Bill 365 would provide a Workers' Compensation benefit for Post-Traumatic Stress Injury (PTSI) for first responders, similar to House Bill 1632. However, thanks to your advocacy, SB 365 was amended in the Senate Rules and Executive Nominations Committee to make many important changes to drastically improve the bill. The amendment included: a list of direct exposures that would qualify as a traumatic event, a statute of limitations to limit the applicability of past claims to 5 years before the effective date of the bill, a 2-year cap on the benefit, and language that clarified that a licensed psychologist or psychiatrist must diagnose the injury.
