Governor Shapiro Unveils Housing Action Plan
February 12th, 2026In September 2024, Governor Josh Shapiro signed Executive Order 2024-03 launching Pennsylvania’s first comprehensive Housing Action Plan, directing the Department of Community & Economic Development (DCED) and partners to assess housing needs, coordinate state efforts, and recommend strategies to expand affordable housing, address homelessness, and improve housing affordability across the Commonwealth. The plan brought together state, local, and private stakeholders and set goals for increasing housing supply and supporting vulnerable populations.
Elements of the plan were included in his 2026–27 budget proposal, emphasizing housing affordability and stability with policy and funding proposals. This included renter protections such as capping application fees and streamlining housing policy coordination by creating a Deputy Secretary for Housing. It also calls for reforms to the planning and permitting processes and for broader investments to expand housing supply, lower costs, and support communities.
